The biggest risk with any citizenship by investment programme is a gap between what you expect and what you get. For Vanuatu, that landscape has changed dramatically. The problem for clients today is that a key advertised benefit—extensive visa-free travel—has been cut, forcing a complete re-evaluation of the passport's real-world utility.

  • The European Union blow: On 4 February 2023, the EU fully suspended its visa-waiver agreement with Vanuatu. This means citizens now need a Schengen visa for entry. That single change removed what was once a central pillar of the programme's appeal, enacted over EU concerns about the security of investor citizenship schemes.
  • The United Kingdom followed: On 19 July 2023, the UK also revoked visa-free access for Vanuatu nationals. A visitor visa is now mandatory for any travel to the United Kingdom.
  • So what's the remaining opportunity? Despite these serious setbacks, the passport isn't worthless. It still provides visa-free or visa-on-arrival access to 88 countries and territories. More importantly, the fundamental domestic rights that citizenship grants remain untouched. The right to live and work in Vanuatu. The famously favourable tax laws. The ability to pass nationality to your children. The programme's core value has simply shifted from global mobility to speed, simplicity, and fiscal sanctuary.

Comparing Second Citizenship Options: Vanuatu vs. The Caribbean

Many investors find their choice boils down to two options: Vanuatu or one of the five Caribbean nations offering citizenship by investment (St Kitts and Nevis, Grenada, Antigua and Barbuda, Dominica, and St Lucia). The decision ultimately rests on a trade-off. Cost, speed, and passport strength.

As of 1 July 2024, the five Caribbean CBI nations agreed to a new Memorandum of Agreement, harmonising their minimum investment to US$200,000 for the donation option. This suddenly positioned Vanuatu as a far more cost-effective choice at the entry-level.

Takeaway: Vanuatu is the clear winner for cost-conscious applicants who value processing speed and tax neutrality above all. If EU/UK access isn't your primary goal, it's hard to beat. Still, the Caribbean programmes offer a much stronger passport for global mobility, including to the Schengen Area, but you'll pay a significantly higher price for that privilege.

The Four Limits That Define the Rest

Everything described above is accurate. Each of it is also bounded, and for a second citizenship the bounds matter more than the benefits, because the benefits are what people already assume.

Your tax position does not move. Vanuatu imposes no income tax, no capital gains tax and no inheritance tax on people tax resident there. Nearly every country taxes according to residence, so acquiring a passport while continuing to live where you always have changes nothing. The United States is the exception running the other way: it taxes citizens wherever they live, so an American gains a passport and keeps every filing obligation.

Europe and Britain are closed. The European Union suspended visa-free access on 4 February 2023 and made it permanent by Regulation (EU) 2025/11, with the visa requirement applying from 3 February 2025. The United Kingdom made Vanuatu a visa national country on 19 July 2023. As an addition to a European passport this changes nothing; as a replacement for one it is a downgrade.

Reporting continues. Vanuatu has exchanged financial account information automatically since joining the CRS framework in 2018. A second nationality determines which authority receives a report about an account, not whether the report exists.

Residence rights end at Vanuatu. The citizenship gives the right to live in Vanuatu and nowhere else. It is not a route into any other country's labour market, education system or healthcare.

What Is Left, and Why It Is Still Worth Something

Strip the overstatement away and a defensible case remains. This is a second nationality obtainable in months, without residence, language or visit requirements, from a stable Commonwealth jurisdiction that levies no direct taxes on those who genuinely relocate, opening a set of destinations that is useful if your travel runs through Asia and the Pacific.

For a holder of a weak or politically exposed passport, that solves a concrete problem today. For a holder of a strong one, it is contingency — and contingency bought deliberately, with the limits understood, is a legitimate purchase. Contingency bought on the belief that it moves your tax or opens Europe is not.
