The biggest blow was the EU's suspension of its visa-waiver agreement. Effective 4 February 2023, this decision affects every single Vanuatu national, no matter how they got their passport. Rooted in amendments to Regulation (EU) 2018/1806, the suspension is set to last until at least 3 February 2025, when the European Commission will review it. This means there's no short-term fix; until that date, any travel to the Schengen zone requires a pre-arranged visa. The EU's action was a direct response to its assessment of Vanuatu's citizenship by investment programmes, citing security and due diligence concerns.

Compounding this, the United Kingdom also withdrew visa-free access in July 2023. A trip to the UK that was once a simple six-month visit now demands a Standard Visitor Visa, secured in advance.

These two developments stripped away visa-free access to over 30 high-value destinations. For investors who prioritize European travel, this has fundamentally altered the math. Any evaluation of a Vanuatu passport must start from this new reality.

How to Choose Between a Vanuatu Passport and Caribbean Alternatives

For those seeking a second passport, the choice often boils down to Vanuatu versus the five main Caribbean CBI programmes (St Kitts and Nevis, Grenada, Dominica, Antigua and Barbuda, and St Lucia). The right decision hinges on your personal priorities. Speed and cost? Or breadth of travel access, especially to Europe?

Vanuatu's key advantages are its speed and lower price point. The entire process is one of the world's fastest, often wrapping up in just two to four months. With a minimum non-refundable contribution of US$130,000 for a single applicant to its Development Support Programme (DSP), it's a compelling option. It's ideal for those needing a quick solution whose travel is mainly focused on Asia, Oceania, and the Americas.

Caribbean programmes, on the other hand, offer superior travel freedom. Crucially, they retain visa-free access to the EU Schengen Area and the UK. This makes them the obvious choice if your business, family, or lifestyle demands frequent, spontaneous trips to Europe. This better access comes at a price. Following a March 2024 Memorandum of Agreement, the minimum investment for Caribbean CBI was harmonised to US$200,000, effective 1 July 2024. Processing is also typically slower than in Vanuatu.

What a Second Passport Adds to the One You Have

Travel access is usually presented as a single number, which is the least useful way to think about it when you already hold a passport. What matters is the overlap.

If your first passport is strong, the addition is close to nothing in travel terms. A holder of an EU, British, American, Canadian or Australian passport gains almost no destination they did not already have, and loses nothing either. The reason to acquire a second nationality in that position is contingency, not mobility, and it should be bought on that basis.

If your first passport is weak, the arithmetic reverses. Access to Hong Kong, Singapore, Malaysia, much of the Pacific and a broad set of African and Latin American destinations without advance application removes a category of friction that shapes how business travel is planned. For someone currently applying for visas weeks ahead of every trip, that is the whole value proposition.

If your first passport is politically encumbered, the second document does something neither category above captures: it provides an alternative identity at a border where the first one invites scrutiny for reasons that have nothing to do with you personally.

Where Vanuatu does not help

Europe and the United Kingdom, since 2023. If either is where you travel, this passport does not address it, and no amount of framing changes that. The Caribbean programmes retain that access and cost US$200,000 or more since July 2024 — a straightforward trade of price against reach, and one worth making deliberately.

Entry requirements belong to each destination, change without notice, and occasionally change for reasons unconnected to Vanuatu. Destinations Requiring a Visa in Advance

For anyone holding a second passport the absences are the whole question, and two of them are recent.

The Schengen Area. Visa required. The waiver was suspended in full on 4 February 2023 and made permanent by Regulation (EU) 2025/11 of 19 December 2024, which moved Vanuatu to Annex I of Regulation (EU) 2018/1806 with effect from 3 February 2025.

The United Kingdom. Visa required since 19 July 2023, when Vanuatu was added to the visa national list in Appendix Visitor of the Immigration Rules.

The United States, Canada, Australia, New Zealand, China and Japan. Visa required. None of these has ever been open to Vanuatu passport holders without one.
